C melody saxophone issue

i recently bought a holton c melody saxophone. the pads are extremely old and need to be replaced, but i am 100% sure that there are no air leaks. the issue is that i can play all notes except low G-Bb. whats the problem???

You have a leak, and check the octave key mechanism and the forked Eb...and then replace all of the pads
